CONGA Conference Reviewing Software
The Conga online conference reviewing software was written by Marti Hearst in cgi-tcl. It was used for SIGIR'99, SIGIR'00, and CIKM'00. It is easy to install and use and is available free to the academic community. Version 2.0 includes paper upload functionality (but this part is written in perl). Version 3.0 will be available soon, with paper upload in tcl as well as other improvements.Version 2.0 is available by sending email.
